[tex-live] tlmgr strange behavior

Couple of hours later: partial success. Probably different times tlmgr
connected to different mirrors some of them had updated versions, some
have not
collection-latexextra: revision in
http://mirror.ctan.org/systems/texlive/tlnet/2008 is less then local
revision, not updating!
Means that this was updated on the first run, but then connection went
to another mirror with older version.
Understandable, but needs to be in FAQ
