[tex-live] problems with mirror of tex live

my half-witted mirror of tex live behaved *really* stupidly when
mirroring the new install-tl, i'm afraid -- it changed the old
install-tl directory to status dr--r--r--, and then tried to overwrite
it with the new file (status r-xr-xr-x) on the mirror site.

this anomalous situation left the directory broken, and my home rsync
mirror said

  IO error encountered - skipping file deletion
  ....
  total size is 14959187110  speedup is 6854.99
  rsync error: partial transfer (code 23) at main.c(926)

i have now cleared things up, here, but anyone who tried to mirror me
(and anyone downline from such a site), during the "broken" period, will
have got their mirror into a bad situation.

i'll deal with cries of distress on the ctan mirror list -- i hope not
too many.
