I think, there shouldn't be test files like `test.tex'
below TDS:tex/. There should go either in TDS:doc/ or
TDS:source/.

Example: texmf-dist/tex/plain/vertex/ with
  test.tex, fntest.tex, vntest.tex, jepcont.tex

Also the documentation isn't generated, only the source
is available in
  texmf-dist/doc/plain/vertex/vertex.doc
Run `pdftex test.doc' to get `vertex.pdf'.
