[tex-live] Test of latest install-tl (WinXP) succeeded

TeXLive developers:

I can verify that running install-tl.bat (without -url) on my
windows XP has now managed to install TeXLive without problems.
This was using install-tl.zip dated July 7. (I also tested one
dated July 6, which failed without downloading anything.)

As usual, I removed the old TL2007 from my PATH before the testing,
but I made no other changes.
