Just for information, in fedora we have TEXMFMAIN and TEXMFDIST
corresponding both with /usr/share/texmf, so we put TEXMFLOCAL before 
TEXMFMAIN:

TEXMF = {$TEXMFCONFIG,$TEXMFVAR,$TEXMFHOME,$TEXMFSYSCONFIG,!!$TEXMFSYSVAR,!!$TEXMFLOCAL,!!$TEXMFMAIN,!!$TEXMFDIST}
