[tex-live] Problems updating TL on Cygwin?

Sure, it could be.  Anything could be.  Could you please try to debug it
to find the actual code that is causing the problem?  You are in a much
better position to do so than me -- I'd just have to guess.

Anyway, I won't be able to look at this (or anything else) until next
week at the earliest.
