    texmf-minimal = scheme-tetex minus DocFiles.
    texmf-full = Everything else apart from Docfiles.
    texmf-docs = All DocFiles.

If by "DocFiles" you mean only the packages in texmf-doc, new schemes
could be defined along these lines, although I feel a bit reluctant
about it.

If you also mean the files in texmf/doc and texmf-dist/doc, as I
suspect, then there's no way at present to define a scheme for that.
You'd have to read texlive.tlpdb and pull out the doc files, or
something.

It probably doesn't help you, but FYI, the interactive TL installer has
an option to omit installing the /doc (and /source) subtrees.
