    It would be nice to have it in TL-2006.  If the build process is not
    usable for TeXLive, I think that it is not a big task to convince
    Peter to provide support.

I would be very happy to have sam2p in TL.  Can you ask Peter, please?

In general, it would be great to have more programs in TL, but the
overhead of figuring out the automake support is usually too much :(.
