    BTW, unfortunately the TL collection level is not the right place to
    define a subset of TL with size /and/ utility comparable to teTeX. 

That's why the scheme level (set of collections and/or packages) exists.
No one seems especially interested in doing that right now, but the
possibility is there if the need arises.

Related: Gerben is looking for a volunteer to extract the
teTeX-equivalent out of TL for gwTeX purposes, so if anyone is
interested in working on that job ...
