I think the space argument does not refer to disk space but to the size
of distribution media (TL is facing that problem, too) and for some
people network bandwidth.
BTW, unfortunately the TL collection level is not the right place to
define a subset of TL with size /and/ utility comparable to teTeX. But
how TL can be used is as replacement for teTeX is a different issue.
