This is not neccessary, because /usr/share/texmf/ls-R must be written only if
something was written or deleted from /usr/share/texmf, so you need only
write permission if you've had write permission already. In all other cases
(searching files by kpathsea) only read permission to ls-R are needed.
At rpm generation of ls-R may simply be a post install and post deinstall call
(so at update it will be called twice instead of once, but this shouldn't be
a problem).
E.g. Live-CDs/DVDs work with precreated ls-R and never need write permission.
