[tex-live] Changes to Tpm.pm and tpm.dtd

Hi all!

I have changed Tpm.pm and tpm.dtd to do two things:
- manage different names between tpm and Catalogue
- update the license information from the Catalogue

This should not brak anything, but we should watch out.
