[tex-live] Whitespace in file name with all but plain TeX fails

With a file called "v er.tex", pdflatex fails because it cannot find "v
er.tex". TeX itself does find it OK.

I do not have an older build available here, but I recall that it used to
be not a problem that there were whitespaces in the file name.

The problem appears in a build based on *very* recent sources (immediately
after Karl fixed the kpsearch.info problem.

This looks like a new bug to me.
