Um, no, it's *not* okay.

TeX Live may provide some version of some or all of the programs
included in the lcdf-typetools package, but the last time I
checked it didn't include the latest version.

Even if it did, I suspect that the lcdf-typetools package is more
likely to be updated than the version in TeX Live, so by replacing
the lcdf-typetools files you are potentially forcing older
programs onto users.

Debian policy is that packages that contain versions of libraries
should use the libraries already packaged rather than the internal
ones unless there's some really good reason not to use the shared
libraries.  It stands to reason that the same sort of policy
should apply to binaries -- if a set of programs is already
packaged, you should require or suggest that package rather than
build a different version of the binaries.

If TeX Live is making significant patches to the programs included
in another package, then the right way to handle that situation
would be to file a bug against the other package containing the
patches so that the package's maintainer could work with upstream
to have those patches integrated into the upstream source code.
Failing that, it's possible to integrate patches into the Debian
packages, even if they aren't accepted upstream.

Please remove the lcdf-typetools files from your TeX Live
packages, and feel free to talk to me about any changes to
Debian's lcdf-typetools that might be needed to work with TeX
Live.
