[tex-live] TL's doc stuff

    texmf-dist/doc/latex/base/html/  - obsolete (we have newer .pdf)

Deleted.

    texmf-dist/doc/latex/carlisle/   - missing files (to be made from .dtx)

Added (pdf only, life is too short).  I also moved the pspicture.ps
header file from doc to the runtime (dvips/carlisle).  Hope it flies.

    texmf-dist/doc/latex/tools/      - as above

Added pdf's.

    less important from texmf-dist/doc/latex/:
    ae/ -> ../doc/fonts
    aeguil -> ../doc/fonts
    ar -> ../doc/fonts

If you feel like moving them, please do.

    abstract/
    alg/
    appendix/
    ascelike/
