[tex-live] autogeneration of README

I belatedly realized that README.EN and readme.html were really the same
thing.  So I wrote a script (Tools/update-auto) to generate README.EN
from readme.html, using lynx, and am running it nightly.

If anyone else would like to generate their README.<lang> file from the
corresponding html, let me know.  I don't know who maintains all the
other top-level README's.

On a related front, I'd like to change all the assorted readme files to
say TeX Live 2003 instead of TeX Live 8 (I already changed the English
files).  So if anyone doesn't want me to do that, let me know, else I'll
probably do that next week.
