[tex-live] question about tpm / package definitions

I don't want to break things now, but shouldn't some packages be split
along different lines. As an example, take fonts and .fd files. Shouldnt
.fd files belong to the font package ? When typesetting French, you need
to take guillemets out of some font, and we may need ot4cmr.fd + polish
font, but ot4cmr.fd belongs to platex, where it should probably belong
to some font , and this font being required by platex. There are
probably other examples.
