Thanks for clarification.

I think you can relocate NT Emacs with no problems (unless you run
addpm).

As for Linux, you are right that in principle you should not relocate
Emacs. I have a feeling that one can circumvent the problem by
appropriate initialisation file. I intend to work on this, but I am
unable to make any estimations about the outcome.

Perhaps TeXLive team should submit a feature request "make Emacs
easily relocatable" to emacs-devel list? It does not seem a difficult
task for a competent Emacs developer
