Yes and given that there is no /var tree on windows, I think I should
make $VARTEXMF point to $TEXMFLOCAL . This would minimize
documentation variants.

Another thing that is important to me : users should be able to wipe
out $TEXMFMAIN and unpack a new teTeX-texmf tree without loosing
anything. At most, they might have to upgrade their locally modified
.cnf files.
