texconfig handles VARTEXMF (if set) in a special way. The VARTEXMF
is used for all files modified and created instead of TEXMFMAIN.

TEXMFLOCAL is just an additional texmf tree. VARTEXMF is an additional
texmf tree *with special meaning for texconfig*.
