[CWEB] Add package dependencies.

As of CWEB 4.8.1, 'cwebmac.tex' (and 'pdf{ctwi|proof}mac.tex') uses
'iftex.sty' to determine the TeX engine in use (plain, pdf, xe, lua,
and hi TeX).

And of course, the CWEB use 'kpathsea' for various file lookup procedures.
