[tex-k] texlinks: minor error in man page

Unfortunately the mail address of the manual pages maintainer seems no 
longer to be valid:

Hi,

as with texlive2021, the man page has moved from 8 to 1. 'info texlinks' 
resp. 'man texlinks' work, but header and footer information show the 
outdated information.
