[tex-k] New features for TIE

"tie" lacks the ability to suppress informational messages.
I propose to implement options '-b', `-h', `-p' in TIE, like in
This may be useful when one needs to use TIE this way:

    tie -m /dev/stdout prog.w prog.ch | less

In such a case using the current method to silence TIE
by redirecting stdout to /dev/null does not work anymore:

    tie -m /dev/stdout prog.w prog.ch >/dev/null

I prepared the corresponding patch.
It is in attachment.
