Change "the csc driver file" to "the csc driver file when ligs=1".

csc.mf, line 19:
    if ligs>0: input comlig; fi
so the csc font layout is different for ligs=1 and ligs=0.

When the font layout depends on the ligs parameter, this has generally
been indicated (cf. E581, E582, E585), so E584 should probably do the same.
