Hi,

Line -20, page 97 of the TeXBook (Sixth printing, March 1986) reads:
\ddanger The ^{badness} of a line is an integer that is approximately
100 times the cube of the ratio by which the glue inside the line
must stretch or shrink to make an hbox of the required size.

Only the nominator (must stretch ...) but not the
denominator (stretchability) of the ratio is specified. It might be a 
little bit
clearer, if both nominator and denominator were given.

May I ask you to forward this message to Prof. Knuth, if you think
it is worth it?
