Probably you are using a bit older luatex.
I fixed the problem in the latest luatex in the TeX Live.
I have confirmed that

lualatex -interaction=nonstopmode -synctex=1 -shell-escape -recorder -output-directory="C://usr/work/tmp" "C:\\usr\work\tmp\test.tex"

works.
