[tex-k] [WEB] Integrated webmac.tex for plain TeX, pdfTeX, and XeTeX

'webmac.tex' from https://github.com/ascherer/web works perfectly for
all 19 KNUTHware WEB codes with all three tested TeX engines (plain
'tex', 'pdftex', and 'xetex').

'pdfwebtocfront.web' from https://github.com/ascherer/cwebbin works
perfectly in conjunction with 'webmac.tex' above and produces PDF output
with tables-of-contents pages up front in identical layout as the DVI
originals (with toc pages at the end).  It does not (yet) work as
desired with 'cwebmac.tex' from https://github.com/ascherer/cweb (minor
headline error on the _second_ page).

You can test these macros in a semi-automatic way with the 'makeall'
script from https://github.com/ascherer/web above.
