Ah, I see. I didn't think about the home directory. Makes sense,
thanks for explaining.

Also, while reading through texmf.cnf, I found an answer to my other
question in this line:
    tex, latex, etc. - need to forbid --shell-escape, and inherit openout_any.

So I assume that these restrictions are eventually coming to tex and
co just like bibtex.
