[tex-k] CTANGLE: support UTF-8

Hi all,

Modern compilers support UTF-8 identifiers.
Therefore I propose change-file for ctangle.w:
new option +u is created so that if you use it,
the output will be UTF-8.

I think this feature may be generally useful.
(even though CWEAVE cannot do UTF-8
in a general manner, for some people using
ctangle alone may still be useful)
