The original cm fonts do not need encoding vectors, the fonts are
already correctly encoded. Neither dvips nor xdvi needs vectors. Indeed
xdvi can load type 1 cm fonts without any prompting or configuration of
any kind.
The vectors could be relevant as documentation perhaps.
