Hello,

/texmf/dvips/base (as included in the newes teTeX beta) has an outdated
texnansi.enc. From their website I have downloaded a new one that has the
Euro currncy sign included:
  http://www.yandy.com/download/texnansi.enc

There also is a variant named texnansx.enc that lacks all double glyphs
(glyphs that are placed in different slots) -- but this is problematic if
the texnans[ix].enc encoded font is used directly without a virtual font.
(ConTeXt for example uses some of the glyphs in slots that are emptied from
texnansx.enc)

Hope that information helps
Uwe
