They are loaded until you remove the files. After the files are
removed, their copy with the same name will be loaded instead.

No, now that platex uses language.dat Greek patterns are not
unconditionally loaded any more. They are only loaded if hyphen-greek
(ancientgreek) is installed. And when hyphen-greek is installed, the
other patterns are present.
