[tex-hyphen] tl2011-pretest: loadhyph-sr-cyrl.tex still not activated by default?

Just to clarify: I fixed the fact that "serbianc" patterns were not
loaded at all. I didn't yet upload the version of loader that loads
patterns in both scripts into "serbian".
