IMHO, ghyphen.README should be renamed to README and put into

  texmf/doc/generic/dehyph

dehyphtex.tex is an addition to dehypht.tex; the new experimental
patterns don't need this file.  There is no file dehyphnex.tex
available.

BTW, I don't maintain dehypht.tex and dehyphn.tex.
