    IMHO, ghyphen.README should be renamed to README 

FWIW, sounds sensible to me.  If you just write ctan at dante.de, they
would do it happily, I expect.  (And change it in the repo, of course,
whatever repo that may be.)

    BTW, I don't maintain dehypht.tex and dehyphn.tex.

Should there be different packages corresponding to different maintainers?
That is the most common division ...
