[tex-eplain] Converting eplain.tex to eplain.fmt (Windows 10)

Hi Terry - from dvds to eplain :).

    touch eplain.aux
    initex

Well, the answer is that the touch program simply creates an empty file
eplain.aux. You can do this in any convenient way.

However:

1) If you're using TeX Live, eplain.fmt is already built during
installation.  The "eplain" command line program is the most convenient
way to use it. I don't know if miktex provides it.

2) Also if you're using TL, there is already an (essentially) empty file
eplain.aux in the distribution to save the trouble, and you can just run
initex as stated, except you shouldn't even need to do that, per 1).
I don't know if miktex also provides the "starter" eplain.aux.

If you also don't have initex (TL provides it), maybe it will work to run 
  tex -ini
But I'm not sure. I have an impression that miktex handles formats in a
completely different way but I don't know what it is.
