Hi Gerald - when this happens, it's a bug in LaTeX, not Eplain.  Eplain
doesn't do anything much to make LaTeX packages work; the magic is all
in the LaTeX-supplied miniltx.tex. So the actual minimal input file uses
\input miniltx instead of \input eplain.

I reported it to them at https://github.com/latex3/latex2e/issues/927.
Feel free to submit there directly next time :).
