[tex-eplain] Problem with usepackage

Yes, that's been the recommended syntax for a couple years now.
It was mentioned in a LaTeX News at some point.

    So ... would it be possible for eplain's version of ProvidePackage to
    accept the [2019-12-19 ... ] version?

I'll look into it as soon as I have a chance. If anyone can provide a
patch, so much the sooner :).
