[tex-eplain] hypertext problems

    It seems to me to be a dvips bug, but maybe I'm missing something.

It sounds like a dvips bug to me too.  I can't see why specifying the
offset should change anything about the links.

Can you please minimize the .tex file to the failing case, and send me
the .tex, .dvi, and .ps that you get?  That is what would help me to
work on it from the dvips end.
