In CVS now.  The macro is named \writenumberedtocline
(thanks to Dorai for the suggestion).  It takes arguments in
the order PART, NUMBER, TEXT, and writes a \tocPARTentry
with arguments in the order NUMBER, TEXT, PAGE.  It also
detects an integer PART, writing out \tocentry{PART}... in
this case.
