[tex-eplain] documentation for 3.0

Is there a pdf file somewhere for the new 3.0 eplain.tex? I tried
the Makefile in the doc subfolder and it blew up. I don't want
to spend time debugging texinfo, which I hate anyhow. Just a
plain pdf will do nicely. Is there one?
