How about if we just make it inner before including url.sty?
Just \let\+=\tabalign ?

    a macro, say, \seturloptions{}, which would take a comma
    separated list of these options and set them accordingly.
    Any better ideas?

I'm not sure if it's "better", but another idea would be
  \pkgoptions[...]{url}
so that options could be set for other packages analogously.

That seems like too much infrastructure, though.  Forget it.  My only
suggestion is to use a name including "pkg", maybe \urlpkgoptions or
\seturlpkgoptions.
