[tex-eplain] Suggestion to make `nolinks' driver more robust

    `nolinks' will be much more consistent with `real' drivers.
    What do you think?

The nolinks driver is used only if the user turns on hyperlinks in the
first place, right?  I mean, no specials if no hyperlink stuff is
mentioned?  (I.e., all existing eplain documents.)

If that's the case, then I think I agree, it is good for nolinks to be
consistent with the "real" drivers.
