[tug-summer-of-code] A couple of project proposals

Needless to say, there will need to be appropriately knowledgeable
mentors who could supervise the potential student's work; I am already
in search of someone for the LuaTeX project, and can look for one for
XeTeX, too. TUG is not going to submit such projects otherwise.

By the way, when I wrote what I did before (before reading this, sorry),
I had in mind the smaller/independent projects, like the
handwriting-based symbol search, where we do not necessarily know the
pool of mentors.

I agree with Arthur that it doesn't make much sense to propose projects
relating to the major engines unless the people actually working on
those engines want to mentor/accept them.
