Indeed there is such a tool in MiKTeX (in \texmf\miktex\bin).

By running

kpsewhich 3D.pro

in my system I obtained

C:/localtexmf/dvips/pstricks/3D.pro

(The fact that I installed pst-vue3d in my local TeX tree rather than in the
main one is, of course, optional.)
