That is my point.  We have not been running "TeX" (for LaTeX) for many
years now.  "This is pdfeTeX, Version ...", not "This is TeX, Version ...".

No, there is definitely a huge (political) barrier.  If you don't think
so, propose this change on tex-implementors and see what happens.
