[pgf-tikz] Announcement: PGF 3.1.4 release

Dear users,

I have just released PGF 3.1.4 and it will be distributed to the CTAN
servers in the next 24 hours.  Here is a short overview of changes:

# New features

- Document and fix the `patterns.meta` library
- Stretchable dash patterns
- Use `\protected at edef` in `\pgfmathparse`

# Bug fixes

#672, #675, #689, #353, #693, #690, #700, #701, #702

`\pgfmathrandominteger` didn't handle expressions as input
