[pdftex] broken pipe

Hi,
there is a discussion on the TeX Live mailing list about pdfTeX's
pipes.  As of 1.40.13 (TeX Live 2012) they don't work anymore.

The file

  \input"|kpsewhich -var-value=max_print_line"\relax\bye

now returns:

  ! I can't find file `"|kpsewhich -var-value=max_print_line"'.
  <to be read again> 
                   \relax 
  l.1 ...|kpsewhich -var-value=max_print_line"\relax


I tried it with former releases too.  Everything we had in TeX Live in
the past is ok (1.40.0 [TL 2007] ... 1.40.12 [TL 2011]), the problem
obviously exists since 1.40.13.

Any idea?
