[pdftex] Why does pdflatex needs pictures?

if the \includegraphics does not have the size specified in its 
parameters and the file is not available then the size is not available.
If the size is specified in the parameters then the draft/demo options 
should do this. Latex similarly can only leave the right size if the 
information is there.
