[pdftex] pdtex + latex + cygwin (or linux)

I couldn't persuade the version of pdftex in cygwin (Version 3.141592-1.21a)
to recognise the justification and protruding options I was trying to test.
Is there something else I need to do to enable them? I presumed it was because
my version was outdated.
